That hex value is not the expiration time in seconds since the epoch, but the duration of the lease in seconds. At T1 seconds typically set to 0.

So then you just have one command called renew that will release and renew your DHCP. I found a message on the web that describes one way around this: Open the network icon in System Preferences. Select a new location and call it "None" Turn off all selected ports. Now every time you select location "None," a DHCP release packet will be sent to all active network interfaces and it won't ask for a new one.
